top and west side. 95 southbound still full speed between white marsh and the tunnel. there's a look at the beltway at 295. you can see that's now clear. now wjz has the stories that people are talking about this morning. here's don. >> thank you. a local gynecologist committed suicide this week now police are sorting through a huge number of photos and videos all taken in secret of his patients. they were found in his home. lawyers are lining up to help those patients seek compensation. wjz and mike schuh are live outside city police head quarters. good morning, mike. >> reporter: good morning. the lawyers who are trying to sign up some of the doctors 1,000 former patients are telling them that they could have a pretty strong case. >> more than 300 patients have called the police hotline over concerns gynecologist nikita lee leee -- levy secretly videotaped

them. jonathan shekur took out ads. >> breach of faith. my clients come in and are asking all kinds of questions. he made secret images of us, what did he do with them. >> he dealt with a similar case represents victims of pediatrician earl bradley who videotaped himself abusing children. >> they have an obligation to vet the doctors. >> john hopkins said words cannot express how deeply sorry we are for every patient whose pricey may have been violated. one former patient claims doctor levy flirted with her, causing her to switch doctors. >> what made you uneasy about him? >> the way that he would you know, say certain things. i was uncomfortable. >> hopkins said coworkers

this story through out the day. in prince george's county a 3-year-old is dead after being run over by a car. the child's father and a 2-year-old got out of the car when it was still running with the grandmother and the 3-year-old still inside. the car started rolling backwards and the 3-year-old fell out and was run over. police are investigating. it turns out baltimore city police did not have permission to use the facility where a trainee was accidentally shot during a training session. the state department of health says the city wasn't authorized to train at the former rosewood state hospital center. last week a trainee was shot in the head there. sources say the officer who pulled the trigger mistook his service weapon for a training gun. tens of thousands of maryland jobs are on the line with massive federal budget cuts looming in washington dc. the president is appealing to congress to stop the cuts before workers are effected. vic carter talked with the president at the white house yesterday. >> good morning. there is no

question that over the past 24 hours there has been a lot of talk here at the white house about sequestration and the possibility of thousands of jobs being lost which effects some of the biggest agencies in the country. >> at the white house today the president and senior staff continued to warn congress that if action is not taken the country is endanger of having to furlough thousands of government employees. -- the president -- the president said the ball is in congress's court. >> there's no reason they should be furloughed, lose thundershower job or be laid off. this is a problem congress can solve. these automatic spending cuts were designed to get congress to actually avoid them by coming together with more sensible approaches to deficit reduction. >> the president says this will likely be a close one just like the fiscal cliff. >> i don't know why folks leave stuff until the last minute.

there's no other profession, no other industry where people wait until the 11th hour to solve the big problems. it creates a lot of oh uncertainty in our economy. >> how badly would maryland be effected? the state is home to 17 military bases and 60 non-military federal facility. more than 300,000 government workers live in the state. >> if the budget cuts go through education will be among the hardest hit. in the state of maryland you could lose as much as $55 million in funding for next year. >> republicans do not agree with the president's approach to the budget crisis. they said he's focusing too much on raiding taxes and not on cutting spending. tonight the anne arundel county council will vote in a new county executive. former county executive john leopold resigned after being convicted of misconduct in office. now 16 people are vying for the job including former county council

member john hammon and kendall urlik. the county council will interview the applicants today and vote tonight. a winter storm closing in on kansas city is rushing crews to finish the search from the explosion and fire. one person is dead, 15 are injured after a natural gas explosion levelled a restaurant on tuesday night. the blast occurred after a construction crew apparently hit a natural gas line. olympian oscar pistorius is facing day three of a bail hearing to find out if a judge will let him out of jail before his murder trial begins. there's new information about the lead detective investigating the killing of the sprinters girlfriend. >> a police van took oscar pistorius back to court for what could be the final day of a bail hearing to determine his fate. family members carried the athletes clothes from a police station where pistorius spent his 7th night in jail for the

alleged premeditated murder of his girlfriend reeva steenkemp. the man leading the investigation is facing several attempted murder charges. chief detective hilton batha who took the stand wednesday is accused of shooting at a mini bus full of people in 2011. the defense lawyers say batha botched the investigation. they blame hip for contaminating the crime scene and changing his story about what happened. police admit officers left a bullet from the killing inside a toilet in pistorius's home. the printer known as the blade runner for his prosthetic legs said he thought he was attacking an intruder. prosecutors are trying to convince the judge they have evidence pistorius shot to kill and should be kept in jail until his murder trial. the shooting is front page news across south africa. >> i'm feeling for both

families. this must be extremely traumatic for them. >> pistorius's murder trial is likely still months away. tina crouse, wjz eyewitness news. >> that lead detective is one who claimed police found needles in pistorius's bedroom but admits officers were reading the labels in the dark. they say the substance was an her ball remedy. lance armstrong refuses to testify under oath about taking performance enhancing. yesterday was the deadline to participate in an effort to clean up cycling offering to reduce armstrong's lifetime ban from competition if he revealed everything he knew about doping. he's only interested in talking to an international tribunal.

beltway things are much worse this morning. sharon will have the latest on that for you marty is over at first warning weather. >> let's take a look at the numbers. the wind has become a steady breeze but without any gusts. 23 right now on tv hill. that's 10 degrees chill ier than this time yesterday morning. by lunch our high of 37 with a good amount of sun today. what's happened on the topside of the beltway? here is sharon gibala at wjz traffic control. >> good morning. now we have two problems on the beltway. first on that topside, we have that accident on the inner loop at bel air road involving a tractor trailer still blocking all lanes still causing a big delay. a new one on the outer loop at 795 blocking two left lanes. that one is going to cause you a delay as well. if you're headed out on 216 at all saints road, we have a crash there. speeds on the beltway are slow on the inner loop on the topside. our average is 0 right now because traffic isn't moving because all lanes are

blocked. there's a live look outside at 695 at 140. that crash on the northwest side causing a problem on the outer loop at 795. the one on the inner loop at bel air road, obviously causing a big problem as well. now wjz has the stories that people are talking about this morning. an adult and two children have died in a house fire. the blaze broke out about 4:00 this morning inside a home on leslie avenue in glenn arden. a woman and 8-year-old were able to escape from the house. firefighters rescued a man and three children who were not breathing. the man and two of those children have since died. the cause of the fire still under investigation at this point. we're just a week away from $1.2 trillion in federal budget cuts now known as the sequester. while the president says congress needs to stop the cuts before they begin others are wondering if it wouldn't be better just to let them happen.

suzanne mcginnis reporting for wjz. >> defense department workers got sobering news wednesday most of them will take a big pay cut unless something is done to avoid the deep budget cuts known as the sequester. >> if furloughs are enacted civilians will experience a 20% decrease in their pay between late april and september. >> robert hail, the pentagon's chief budget officer said the furlough will save the government 4 to $5 million. president obama said the cuts should be made elsewhere. >> there's no reason they should be furloughed, lose their job or be laid off. >> president obama is trying to pin the blame for this last minute budget crisis on congress and with both chambers on recess this week he has the stage in washington all to himself. >> i'm hoping that while they're back home they're hearing it so when they get back they do some work and we can avoid these automatic spending cuts.

>> congressmen back home may not be getting the earful the president is hoping for. a substantial 40% would let the cuts happen. some on capitol hill agree with the 40%. >> not only should the sequester stand many say the sequester is far short. >> if the cuts kick in that same poll shows more people will blame republicans and congress than the president. >> some economic projections say the sequester would cut half a percentage point off economic growth and add a quarter point to the unemployment rate. the investigation continues this morning into the case of a former john hopkins gynecologist who secretly photographed and videotaped his patients during exams and who committed suicide earlier this week. now lawyers are lining up to represent those patients. wjz and mike schuh are live outside city police head quarters. good morning mike. >> reporter: good morning. some local lawyers are signing up some of dr. levy's former

polish for 6 months. after this i had a thing where i almost changed my nail polish every single week. i always do different colors on my nails. in paranormal they were all one color. i never do one colo lor -- color. >> not only does your nail color have to stay the same but your nail length. >> no, i can -- >> it's called continuity. >> i could trim my nails. it was the issue of staying the same. i couldn't change with the seasons. i have to keep up with my fashion. >> i have a question about the dvd release. you always get this it says on the box newfound footage. how can there be newfound footage? it was made a year ago. >> it is. there's 30 minutes of newfound footage. nobody has ever seen it before.
